Guardianship systems, particularly public and private guardianship and conservatorship agencies and entities and court systems, should perform with a sufficient level of expertise and professionalism to engender confidence from those they serve and the community as a whole.  Deficient systems (and underperforming components of those systems) can lead to deprivations of personal and property rights of persons under guardianship.  Each component of the guardianship and conservatorship system should be committed to providing quality information for the enhancement of practice to benefit people who may come under guardianship and conservatorship. 

Quality Improvement Reviews provide guardianship and conservatorship systems with the means to continuously improve services and outcomes for the clients and served.  Terry will typically spend a minimum of two days analyzing the operations of the entity to be reviewed, and will issue a report emphasizing the strengths of the program as well as recommendations for areas of improvement.
 
Some Quality Improvement consulting relationships continue for many years.  For example, Terry has provided guardianship consulting services to the Washoe County (Nevada) Public Guardian for nearly a decade.  In Washoe County, Terry facilitated a Guardianship Round Table discussion which assisted the community in coming together to address challenging guardianship issues in the community.  Terry has also been in Quality Improvement Reviews in Texas, Vermont, New Mexico, and Vermont.
